I can't seem to find a registry key related to EULA acceptance, so I don't know how the value is stored and thus can't change it using my own method. *EDIT* I've tried everything I dare try, it seems the act of accepting the EULA itself requires the application to launch. I will edit this if I find away to accept the EULA without interfering with end user experience. No set of conditions I have tested result in the desired behavior. This same behavior occurs if you change the conditions of LaunchApplication to UILevel 2, or EMAIL AND UILevel 2. See, if you remove the LaunchApplication row from InstallExecuteSequence in the MSI, the app will stop launching upon install, but it will ignore ACCEPT_EULA=true even when specified. Until Cisco changes this condition or adds a custom parameter to their package, you're out of luck.
